We have had the following from Hong Kong dated October 26:-
"Just before your telegram of the 19th arrived "we had received a letter from Chungking asking "if we had received a cover addressed to Mr. Price, "Hong Kong, listed in your enclosure list to them "dated 14.9.45, No: 184, as containing (a) C.N.Co. "letter and memo and (b) Ships Supplies letter and
memo, which they believed the Embassy had forwarded "direct.
"This cover was apparently received by the M.O.W.T. 31 office here about the same time as your mail of "28th September. Mr. Price being then en route to "Shanghai, both were opened by them and passed on to "F.E.S.A., who retained the mail of 14th September, "which concerned shipping only, without notifying "us that they had it, but passed on the 28th September "mail, with the exception of that part headed F.E.S.A."
"On receipt of your telegram we enquired from F.E.S.A. "and have now received it.
"We have now arranged with the M.O.W.T. that anything "addressed to Mr. Price, Butterfield & Swire, is sent "round to this office.
but you might warn
I do not suppose it will happen again; the Embassy to send letters addressed specifically to members of our staff or to B. & S. to B. & S. and not any other office, for the fact of Price being M.O.W.T.R. does not mean that our letters to him are accessible to his deputy as M.O.W.T.R. Actually in this case there was something/for him alone.
