Number 209 from Civil Affairs.

There is evidence that number of stamps of high denominations were illegally acquired by members of public during Japanese occupation. As interim measure designed to safeguard revenue no air mail letters with one dollar stamps being accepted unless they are handed in across counter stamps being purchased at the timo. As over- printing is always undesirable if it can be avoided consider best method of restoring position will be to change colour of high valuo postage stamps. Therefore request that Crown Agents be instructed to print stamps now in following colours:

One dollar

Two dollars

Five dollars

Ten dollars

Orange, green. Purple, red.

Green, purple. Purple, blue.

Supplies in new colours urgently required by air.
