(c) In both (a) and (b) concession would only apply where firms or Hong Kong employers could not be expected to provide travel expenses;
(a) Colonial Office does not consider that Hong Kong funds should be used for transport of evacuees from Hong Kong who are not returning to Hong Kong under (a) and (b) above.
