7. Am awaiting London's instructions regarding charter terms which presume will be same as
for W.S.A. ships. Chairman of Coal Commission will sign charters and pay hire on behalf of Chinese Government and I understand will if required authorize payment in London through Shanghai Power Company.
8. It is not clear whether Coal Commission will request retention of SAMS for more than one trip. Chinese Covernment have now appealed to U.S.A. for 50,000 repetition 50,000 tons of Liberty ships to be chertered to them for coal carrying and meantime G.0.0. U. S. Army has instructed W.S.A. here to place 4 ships at disposal of Coal Commission as they become free in North China ports during next 2 weeks.
9. Appreciate your objections paragraph 2 but no one except Chinese Government immediately in position to charter and this is purely for trade. E.G. Price here agrees.
10. Foregoing discussed with H.M.Ambassador who thinks it essential we should give every help in present crisis and strongly supports request for 3 repetition 3 more SAMS.
