State Depart- Pacific that military permit is required. ment inform me that they are "not interested" in receiving application for military permit in these circumstances. They are contemplating abolition of military permits for China.

I presume that Chick should be advised to proceed without military permit but wonder whether you wish to exercise any control over return of British subjects to Hong Kong.
