Para. One. Coal. Your Mast 09 repeated Embassy not to London
agreed to charter method and payment proposals mentioned in my North Mast 08 to London repeated Hong Kong Mast 10 being acceptable Ministry ships may be despatched at once to Chingwang Tao where Doctor Soong has assured me that coal will be made available to load.
Para. Two. I have agreed first ship must load for Shanghai.
Para. Three. British Naval Authorities have been consulted and from all available information consider Chingwang Tao port useable.
Para. Four. F.0.B. price for Hong Kong loads will be discussed on return Eric Watts this week.
Para. Five. TSING TAO stocks now reported low and no available (corrupt group) and LIEN Yung Kiang (corrupt group) reported (I have no ?) suitable small
coasters.
