My 091250. Chief of Staff to Commander 7th Fleet arrived today with many apologies for our not having been informed of arrival of Task Force 74.

Comdr. Task Force 74 has been most co-operative

We have and all difficulties have now been overcome. managed to provide certain amenities of which U.S. authorities have been most appreciative. have given us certain most useful facilities particularly regular air transport to Manila and Shanghai.

The work of making arrangements for lifting Chinese armies from Hong Kong to North China is proceeding satisfactorily.

The behaviour of U.S. Liberty mon has been excellent and in conjunction amount of U.S. dollars spent here has contrary to expectations increased the value of the Hong Kong dollar.
