C.in C. Hong Kong has reported that the coal position there is serious and that only a fortnight's stock remains. It is appreciated that the supply of coal for civil purposes is not a Naval commitment, but it is desired to assist S.A.C.S.E.A. if possible in relieving the immediate situation. Request you will consider whether Collier CITY OF RANGOON now at Singapore can be sent to complete discharge at Hong Kong.

This vessel was intended for B.P.F. but there is no objection to her temporary retention in East Indies if CITY OF RANGOON is sent to Hong Kong.
