IMPORTANT

For War Office for Civil Affairs (Number four)

No materials or supplies of foodstuffs are available in the colony at present to carry out relief work envisaged in the Young report and demands for relief

from destitute Chinese and certain Eurasians without funds are increasing daily. Charitable organisations have done yeoman service already in tackling this problem but their funds are nearly exhausted and they require money to finance purchases from local markets where small quantities of foodstuffs at increasing prises are available. It is impossible at present to estimate what proportions this problem may assume but I shall be grateful if authority can be given to spend 150,000 dollars immediately to meet this contingency.
