Addressed Admiralty.
Following for Gent, Colonial Office from MacDougall begins -
1.
Decision on disembodiment, pay and allowances, for HKVDC argently required.
2. Equal pay among all KHVDC of equal rank irrespective of nationality and colour has been accorded since 1937. 3. Decision has never been reached as to what allowances (family, Far East separation etc) should be paid.
4. Adjutant, HKVIC strongly supported by Colonel Ride considers all argument against differentiation should be overridden in view of equal treatment in POW Camps by Japanese and British alike. Equal service was rendered by all nationalities and colours during battle and imprisonment. 5a My own view is that distinction and differentiation in pay, allowance and treatment are highly undesirable on political grounds.
6. Recommend therefore a policy of equal treatment be continued in disembodiment notification which is now argently required.
7. Pending decision on above individual members of HKVDC are unable to excrcise option open to them on repatriation. Ends.
