With reference to your letter to Welch the 11th September about the proposed goodwill mission to China, I write to say that we suggested to the President that he should sound Soong on the lines proposed in your letter. I have not yet seen any report of what passed between the President and Soong (I spoke to the Private Secretary after your conversation with me and hope that it will be possible to get some such account), but I understand that the President had already spoken, about the proposed mission to Dr. Wang Shi-chieh, who asked that it should be postponed till the New Year, when the Chinese Government hope to be resettled in Nanking.
I am sending copies of this letter to Norman Young and Lyal.
