representative of the Chinese

Ministry of Information in Hong Kong. We should be grateful for any information which you could let us have on the career of Mr. Chang Hu-Seng and his intended functions.
I am suggesting to Major Smailes, to whom I am sending a copy of this letter that it might be worthwhile sending a further telegram suggesting that the Commander-in-Chief may like to uefer a decision on the
appointment of Mr. Chang until further particulars of him have been obtaineā.
