THE COMMITTEE referred to a telegram from Commander- in-Chief, Hongkong, drawing attention to the inadequacy of the military forces now in Hongkong and requesting that it be accepted that Hongkong required 2 Brigades plus "provisionary" troops for police duties.

There was general agreement that some increase was probably necessary in the garrison of Hongkong and that the solution might be to send there the second Brigade at present earmarked for possible duties in Shanghai and other Chinese ports.
THE COMMITTEE:
Invited the War Office to examine this telegram
and to make recommendations.
