I have the honour to inform you that I am the Special Commissioner of Finance for the Provinces of Kwangtung, Kwangsi and Fukien and hold office by virtue of an appointment of the Ministry of Finance of the National Government of the Republic of China.

One of the most urgent of my duties in connection with my Commission is to preceed to the reoccupied territories of the aforementioned Provinces to inspect, reorganise and re-establish the Chinese banks which had been either liquidated by the Japanese or compelled to continue on under them. For such daid purposes, I propose to leave Chungking within the course of a week for Canton with the newly appointed Governor of Kwangtung Province.

Included in the area over which I hold my Commission is the Colony of Hongkong, in which there are also many Chinese banks, both Government and private, which require my immediate attention. It is therefore urgent and requisite that I gain entry into Hong Kong as soon as possible after her reoccupation by the British Authorities so that I may make immediate inspection of these banks' books of accounts and investigate into the conduct of their staff during enemy occupation. I would, therefore, appreciate any advice and/or information from you as to through w what proper channels should I approach for permission to enter Hong Kong and as to what facilities your Embassy could afford me to achieve such object.

As the above matter is a most urgent one and in view of my impending departure for Canton, I shall be deeply obliged if you will give same your immediate attention and favour me with a reply, thereon at your earliest convenience.
