It seems clear that details of any arrangements such as those suggested in ribassadors telegram No.970 of 31st August can only be dealt with direct between C.C.A.0. and relevant British ·

Authorities in China, and for this purpose it would alearly be. desirable for C.C.A.0. to have a representative in Chungking.

TWO.

Most suitable choice would be Hong Kong Government officer serving with B.A.A.G. who is acquainted with work of Refugee Relief Department. You will no doubt be able to make arrangements with military authorities concerned for the services of selected

officer to be made available.

THREE.

As regards paragraph 4 suggest you authorise Johnstone to pay allotments to dependents up to half salary by arrangement with re-engaged officers concerned. As regards transport for dependents Colonial Office is seeking Treasury authority for payment of travelling allowances at fixed rates to be settled by Embassy for all eligible persons within

specified localities.

For M.A. Chungking. My immediately preceding telegram gave text of Chungking telegram Nos. 970 and 964. Inform Ambassador. Request you give all possible assistance in arranging transport for personnel required by Military Administration of Hong Kong.
