that these issues get in the way of any immediate decision on relaying the material which is in any case being put out. If London goes on broadcasting, in Chinese, science talks and recitals from the United Nations Charter, and Singapore and Hongkong make clear that they don't encourage any Chinese to listen, it seems to me that we only give an impression of divided aims. The present time of doubt and new formation of opinion among British Chinese is I think an important time for them to get a sort of cool world service for Chinese supplied to them from London.
And, putting it the other way round, if we are to be relayed by SEAC it would clearly be a help to receive their criticism of what goes out. SEAC, it appears, has for some time been relaying from Colombo the main Kuoy service, which was intended for China and therefore did not include news about China; when we were informed of this we hurriedly began to include in that bulletin the news about Chinese military successes which was already going out earlier in the bulletin for Chinese Overseas, but there was a period of some months during which we must have appeared to Chinese Overseas to be ignoring the Chinese part in the war out of calculated malice.
I understand that all these matters can only be cleared up at a high Foreign Office level and I am anxious to put the position before you As for myself, I am hoping to get back to China before very long to my job as university lecturer there.
