It is not clear from our file whether you have yet received copies of the enclosed correspondence with the Foreign Office on the 'subject of the appointment of American and Chinese Consular Officers in Singapore and Hong Kong, but in case you have not yet received that correspondence I now enclose copies.

Since Gent's letter of the 1st September we have received from the Foreign office cooles of two telegrams from Chungking (Nos. 1011 and 1012) of which I also enclose copies.

I understand from the Foreign Office that in a subsequent telegram from Chungking it has been stated that the suggestion that, pending the opening of a Chinese Consulate at Hong Kong, the Chinese Government should be invited to accredit a "Liaison Officer" there, has been mentioned to the Chinese

As to this suggestion the attitude of the Colonial Office is similar to that in regard to the appointment of Consular Officers, i.e. that we should sec no objection to such an arrangement provided that the military administration of Hong Kong has no objection.
