HONG KONG - CHINESE REQUESTS

As instructed, we have examined a telegram from Colonel Cartwright to the Chiefs of Staff in which he gives the revised text of the Chinese requests concerning the surrender of Hong Kong.

Colonel Cartwright states that he has failed to obtain full agreement by the Chinese and General Wedemeyer to the amendments suggested by the Chiefs of Staff to the original requests made by the Chinese to General Hayes at the first co-ordinating meeting held on 30th August.

We feel that the Chinese requests with regard to the disposal of captured Japanese equipment, etc. can safely be accepted.

Their requests for port and airfield facilities, however, come into a different category and we think that we must retain responsibility for allocating priorities in the use of British facilities in a British Colony.

4.

We have accordingly prepared the following draft telegrams:-

(a) To Colonel Cartwright with instructions on how

to deal with the Chinese requests. This telegram should be repeated to Admiral Harcourt together with the text of the latest Chinese requests.

(b) To Admiral Harcourt giving him the date and

method of signing the instrument of surrender.
