I have been approached by Mr. M.S. Kwei, a Chinese National and manager of Reiss Bradley and Company of Hongkong for facilities ro return to Hongkong.
2. He states that the Chinese Ministry of Foreign Affairs claim that they are without instructions about the issue of passports for Hongkong but they consider that Chinese Nationals only require to hold cards to enter the colony.
3. I can probably arrange to fly him in by R.A.F. from Yunnanfu if the Colonial Office agree with his firm that his presence is urgently required. Plate instruct.
