THE COMMITTEE had before them a Report by the Joint lanning Staff on the revised directive to Rear Admiral Harcourt in the form circulated by the 1st Sea Lord, and covering a further edition of the directive incorporating some amendments.
SIR ALAN BROOKE said he was prepared to accept the draft directive in its present form although this system of command would result in additional work in the War Office. The period in question might not be of long duration.
SIR ANDREW CUNNINGHAM said that the wording of paragraph 6 of the report was ambigious;
-
it might be read
to mean that S.A.C.S.E.A. was responsible for civil affairs and not merely for the provision of administrative support for civil affairs. He preferred the wording adopted in the directive.
THE COMMITTEE:
(a) Approved the directive at Annex I to the J.. Report and instructed the Secretary to arrange for it to be sent to Rear Admiral Harcourt, repeated J.S.M. Washington, C.-in-C., British Tacific Fleet, S.A.C.S.E.A. and C.-in-C., India;
(b) Approved the draft telegram at Annex II to the J.. Report and instructed the Secretary to despatch it to the Joint Staff Mission;
(c) Instructed the Secretary to send
General Carton de Wiart a copy of the directive and to request him to give the Generalissimo the gist of the information in paragraph 1 of the telegram at Annex II;
(a)
Instructed the Secretary to send a
copy of the paper to the Foreign. Office and to invite them to arrange for H.M. Ambassador, Chungking, to support General Carton de Wiart's approach to the Generalissimo, if necessary.
