National City Bank have shown me a telegram from New York informing them that Commander-in-Chief Hongkong has had their Hongkong branch opened by their Chinese Compradore. National City Bank New York instructed their Manila Office to apply to me for permit to proceed to Hongkong and state that the Commander-in-Chief and War Office have agreed to assist them. I should be grate- ful for instructions.
2. lienila managers of Hongkong and Shanghai Bank and Chartered Bank of India Australia and China have re- quested that their headquarters may be informed of the opening of the American bank.
