20 SEP 1945 Ref. telegram No. 1063, Chungking to Foreign Office of 10 Sep., any question of re-entry of civilians of any nationality into Hong Kong must first be referred to the C in C and Head of the Military Administration, for his concurrence.

We, therefore, suggest that this telegram be repeated by Chungking, to the C in C, requesting his views, and that no action should be taken until he has signified his agreement.
