As short term policy we agree with paragraph 3B.

Your paragraph 3C. Development of Hong Kong should be based on following broad policy and service targets:-

(a) Navy. Restoration of naval facilities as

quickly as possible to pre-war standard. Hong Kong will be ultimately used as a base to support British Pacific squadron consist- ing of approximately following:-

(b) R.A, F.

(c)

1 Light Fleet Carrier,

4 Cruisers,

1 Submariné Flotilla,

1 Escort Flotilla.

Provision of force of some four operational squadrons reducing gradually to approximately one squadron and a detachment of flying boats. Construction of an airfield suitable for four-engined aircraft is required additional to Kaitak in order that Hong Kong area can meet requirements of R.A.F. including air staging post, and of naval aircraft requir- ing airfield facilities. SHIELD Force personnel to be used for this work on high priority.

Army.

Probable maximum commitment of one brigade group (with certain additional troops) for garrison duties. In addition, any brigade destined for China ports may require to be held temporarily in Hong Kong.

Navy and R.. F. will be able to undertake their own constructional work without any substantial assistance from Army.
