Note from Chinese Ministry of Foreign Affairs agrees in principle to "stationing by Chinese Government of an official in Hong Kong in order to keep contact in political and economic spheres "and nominates Mr. T.W. Kwok, special delegate of Ministry in Kuangtung and Kuangsi, to act temporarily and "concurrently with his other duties."
2. I have acknowledged the note and enquired when Kwok wishes to proceed so that I may inform Commander- In-Chief.
5. Kwok is a smooth individual speaking almost too perfect English but is an experienced and competent official.
