Following for General Hayes from C. in C.Hong Kong. Your message of ( 30th/31st) received very corrupt.
2. In the interests of public security the surrender must be signed as soon as Japanese can be put in the bag (corrupt group) days.
3. It is not my intention to hand over any Japanese equipment without instructions from Chiefs of Staff. All stores and all stocks of food are urgently required here.
4. No further comment can be made until a more coherent copy of your message is received.
