I have received telegram from the officer administering the Government of Hongkong suggesting consideration of inviting the Chinese Government to accredit liaison officer to Hongkong "pending consideration of the appointment of Chinese Consul General". Telegram suggests that if I agree I should after consultation with you approach the Chinese Government accordingly.

2. I am daily pressing on the Chinese Government the urgency of giving facilities for the entry of British official representative to Shanghai and I will make use of this suggestion for a liaison officer if it seems likely to be helpful.
