First meeting o-ordinating Committee held this morning, but due to an unfortunate chain of circumstances an American representative was not present. I have communicated all that happened to Wedemeyer since the meeting but he refuses to accept my version. Accord-

ingly the whole ground will have to be gone over again

tomorrow. Nevertheless I do not anticipate any řadical

changes in the Chinese requests set out below.

2.

The Chinese request agreement on the

following points before the surrender:-

(a)

The Hongkong surrender to take place on 5th or 6th September and thus to follow more China Theatre surrenders now fixed for 4th or 5th. Chinese have no objection whatever to Fleet arriving before resolved date, landing troops, disarming Japanese, setting up civil administration and in fact whatever it likes except formal signing of the Surrender Instrument.

(b)

Copy of all military information received from the Japanese on surrender to be handed to Chinese. They suggest that the information required is that con- tained in General Order No.1 issued by Generalissimo and based entirely on similar order by MacArthur. I do not propose signalling details unless you require them since the information required appears to follow normal lines in such case. I am however passing this in full to Admiral Harcourt with request he will incorporate these details in his document. Presume we shall have no objection to handing Chinese a copy of information we extract from the Japanese.
