Para 1. In course of attempts to arrange first

meeting of the Committee of Three have had discussions through which a common theme has run, with various Chinese and American

authorities. Theme has reached greatest emphasis whenever reference has been made to proposed presence of Chinese and

American Officers at the surrender. Theme is as follows

(A) A question as to when, relative to the signature of the main instrument of surrender at Tokyo, the Hong Kong

surrender will be accepted. A reply from me that Admiral Harcourt is not (rpt not) empowered to accept latter before

the former.

(B) Reaction. Hong Kong whether it be regarded as part of China proper or not has up to now formed part of China theatre of war, and as such should be under the Command of

/Generalisimo..
