Your 0300262 Sept. (not to all). Giving you estimated monthly requirements of essential dry goods and fuel for C.A. use Hong Kong

(1) Following is comparison of your estimated monthly requirements of foodstuffs and monthly requirements included in approved civil relief programme on which procurement has just been initiated by War Office.

Monthly requirements of other foodstuffs included in approved programme total some 6000 tons.

(2) MacDougall is aware of position regarding provision of supplies under approved programme. In bried although

pro curement action has been initiated by War Office it will bo somo months before supplios become available under approved programme in any quantity. In moantimo immediate essential requirements will be met to extent possible from available stocks provided for other areas and purposes subject to overall priorities throughout S.E.A.C.

(3) In view of foregoing MacDougall has been instructed to submit estimates of minimum essential monthly requirements carliest possible after his arrival. Roquest therefore you reconsider your estimates in light of MacDougalls knowledge of procurement situation.

(4) Details of initial shipments of relief supplics are contained in our signal SAC 20476 of 311405 August to C. in C. B.P.F.
