SIR ANDREW CUNNINGHAM raised the question of sending additional administrative staff to Admiral Harcourt to enable him to carry out his functions as Military Governor of the Hong Kong territories.

At present Admiral Harcourt had, only the staff which he had taken from the naval force over which he had command. It would bc appropriate for appointments to be made to an additional inter-service staff which would be under his direct control as Military Governor for the administration of the Hong Kong territories. Ho recommended that the Joint Planning Staff should be asked to examine this question, and to make their recommendations to the Committee.

THE COMMITTEE:

Agreed with 'X' above, and

instructed the Joint Planning Staff to examine the

proposal made by the First Sea Lord, bearing in mind that the staff should be as small as circumstances. permitted, and to report.
