Following message was sent by him to Japanese G.H.Q. T.0.0. 241503 August begins: Japanese forces in Hong Kong will surrender to R.A. Harcourt R.N. at time (? stated) 31st August and in accordance with arrangements made direct by Harcourt. Ends.

3.

His view was that Harcourt should now fix a date and ask a Chinese and an American officer to attend. If they could not arrive in time it would be just too bad.

With this view I agree and recommend no delay.
