In C. Pac has issued directive on following lines regarding Japanese vessels and small craft effective when C. in C. Pac is designated as Naval Representative for Supreme Commander Allied Powers.

2 (A) All naval vessels not needed for transport of personnel or tor minesweeping to be retained in Japanese waters and those which are operational to be concentrated at Tokyo Bay and Basebo.

(B) Suicide craft including midget submarines found in naval stations occupied by naval forces to be retained inoperative repetition retained inoperative until further orders regarding their disposal.

(c) Stops to be taken to ensure suicide craft including midget submarines found outside areas occupied by allied naval force can never be used offensively.

(D) Fleet Commanders to inform C. in C. Pac info SCAP of each Japanese naval or merchant vessel or 100 tons or more which is now or may later come under his control.
