My dear Minister,

With reference to my letter of August 22nd St have

1945 inform Your Excellency that His Majesty's Goverment understand that General MacArthur is arranging that the formal Japanese surrender should take place in Tokyo Bay on August 31st. Meanwhile the situation resembles an armistice and the impression is that local Japanese Commanders will not surrender until they receive orders from the Japanese liigh Comend, issued after the signature of the formal act of surrender at Tokyo. The Allied Supreme Gommandør feels that, until then and to avoid the risk of any renewal of hostilities, action to accept local surrenders should be deferred.

2. His Majesty's Government have decided, in order to

conform with this view, that the smiling of the British Naval Force proceeding to Hong Kong be delayed and Admiral Fraser has been instructed to follow General MacArthur's directions

as regards the timing of the Japanese surrender in the Colony.

3. I am to request Your Excellency to convey a message in the above sense to His Excellency The President of the

Republio.
