Personal for General Ismay from Carton de iart.

I saw the Generalissimo with the

Ambassador this afternoon and am convinced that nothing now will move him from him present attitude about Hong Kong. I cannot understand the (corrupt group)Ø Army refusing to accept delegation of power from the Generalissimo unless we do not admit that he has such power but in view of fact that we asked him to waive his right in the matter it would seem that (corrupt group)ø recognize him to have such power.

Anyhow His Majesty's Government are now faced with the fact that they must accept or refuse his offer. If they refuse his offer they are letting themselves in for no end of trouble in future and it is no use having any illusions about that.

At one period in the past we thought the Generalissimo would contest our right to Hong Kong.

He does not now do so. Therefore, I feel we should meet him over question of surrender.
