China office of U.N.R.R. A. requests replies to the following questions and I agreed to pass them to you and Colonial Office.

"[2 grps. undec. Is are that Hongkong would be most suitable port for receipt of the first U.N.R.R.A. supplies for Canton area. The first ship for that area is scheduled in Australia in September. As a result the following questions arise,
(1) Will Hongkong port facilities be available
to receive this ship and what is the earliest estimated date on which they can be used?
(2) What is earliest date on which representation of China Office of U. N. R. R. A. may be established in Hongkong to arrange for unloading and trans-shipment?
(3) What are present known facilities for trans- shipment? Are there any serious navigational obstructions? Are wharves [grp. undec.] workable and to what extent is Kowloon-Canton Railway available for through traffic?
(4) What will be medium of exchange? Would there by any restrictions on U.N.R.R. A. financing its [grp. undec.]s within the Colony by drawing upon sterling assets in London from British contribution to U.N, R.R.A.?
(5) And generally, to what extent could U.N.R.R.A. look for priorities from Hongkong authorities in carrying out its objects?
An early reply through the same channels will enable U.N.R. R. A. to expedite its immediate short range programme.
