September, in which His Majesty's Ambassador enquires about the policy to be adopted as regards the return of Chinese businessman to Malaya and Burma. We should be glad if you and Paskin would take this telegram into account in considering this letter, with a view to a reply being sent to the Ambassador.
I am sending a copy of this letter to Paskin (Colonial office), Harrs (Board of Trade) and Colonel Logan (C.A.1, war office).
