I am directed by vr. gecretary Bevin to trensmit herewith to be laid before the Army Council a copy of Chungking telegram #o. 1025, end to request that their attention be drawn to paragraph 3, on the subject of freilities for representatives of the chinese Vinistry of information at pangoen, singapore, and Hong kong. A copy of Chungking telegram No. 277 of 1942 is also enclosed, together with poreign office telegram No. 360, which was sent in reply.
2. The suggestion would appear to be that chinese Kinistry of information officials should be allowed to function at the above-named places, on the came terme as the chinese government allown British Hinistry of Information officials to function in chinese ports. The British vinietry of Information ie in foot, yr. povin understende, proposing the establishment of units at shanghai, zientsin, Mankow and carton. The question of reciprocity is therefore important.
3. kr. Pevin would appreciate an early indication as to what reply should be returned to His Kajesty's Acbassador's telegram.
4. Copies of this letter are being sent to the Linistry of information, Bures office, sulonial
ffice and the "reasury.
