ANNEX I

DRAFT DIRECTIVE - HONG KONG

You are appointed Commander-in-Chief and Head of the Military Administration of the Colony of Hong Kong, which includes the New Territories.

2.

You will assume by Proclamation full powers and ́ jurisdiction over persons and property in Hong Kong and will establish a British Military Administration throughout the Colony, in accordance with the instructions already issued to you (

.. 130032 and 131957 Lugust) Detailed instructions regarding Civil Affairs will be issued to you in a separate directive.

3. You will be responsible to the Chiefs of Staff for the defence of the Colony and to the Secretary of State for War for the military administration (including the maintenance of law and order). Where in your judgment the security of the Colony is endangered, you will exercise your authority in any manner which appears to you to be necessary.

4.

You will be in command of the forces of all three Services stationed ashore in the Colony. Except in the case of emergency, however, naval and`air forces visiting Hong Kong or in transit will continue under their normal commanders.

Provision of the administrative requirements of the rmy, the R.A. F. and Civil Affairs in Hong Kong will be the responsibility of S...C.S.D.A. Naval forces will be supported by the Commander-in-Chief, British Pacific Fleet.

You will be responsible for the co-ordination of all administrative undertakings within the Colony, both civil and military. In particular, you will provide port and other facilities in the Colony for the assistance and support of American and Chinese forces in the hinterland.

7.

ny cases of conflict regarding priorities which cannot in your judgment be resolved locally, will be referred to the Chiefs of Staff.

8.

You will establish liaison with General MacArthur, Generalissimo Chiang Kai Shek, S.A.C.S.E.A. and Commander-in- Chief, British Pacific Fleet.

In the case of General MacArthur you will work through C.-in-C. British Pacific Fleet's liaison officer. In the case of Generalissimo Chiang Kai Shek you will work through the Goneral Officer Commanding British Troops in China. The United States Chiefs of Staff and Generalissimo Chiang Kei Shek are being informed of these arrangements.
