THE COMMITTEE considered:-

A personal telegram from General Carton de Wiart to General Ismay reporting an interview with the Generalissimo in which the latter had stated that he could not understand our refusal to accept his Delegation of power to us in receiving the surrender of Hong Kong;
A telegram from His Majesty's Ambassador in Chungking reporting that the Generalissimo had firmly declined to abandon the position that he must as Commander-in-Chief, China Theatre, delegate his power to take the surrender in Hong Kong if it was to be accepted by a British officer.
THE COMMITTEE:-
Re-affirmed their opinion that, from the military point of view, the position taken up by the Generalissimo was acceptable, and instructed the Secretary to inform the Foreign Office accordingly,
