We presume that the Chiefs of Staff will arrange for Rear Admiral Harcourt to be informed of the substance of Foreign Office telegrum No. 984 to Chungking an of Chiang Kai-shex's eventual reply to the suggestions made in that telegram. and that they will be sending him instructions as to the exact procedure to be followed (including the form of any document) on the occasion of the surrender.
