On general grounds and for the particular reasons connected with our commercial interests in China itself, to which Sir H. Seymour drew

attention in paragraph 5 of his telegram No. 984, Has C.

it is obviously desirable that we should go as far as we can to act in agreement with Chiang Kai-shek in this matter.

A Co-ordinating Committee has been set up in Chungking as a result of our undertaking to give all possible facilities through Hong Kong to American and Chinese forces in China. Telegram No.G 1969 S from General Hayes, the G.0.C. British troops in China (Flag F ) reports that the Chinese members of this Co-ordinating Committee on August 30 th asked that the Hong Kong surrender should take place on September 5th or 6th, and thus follow more China theatre surrenders now fixed for the 4th or 5th.
