We much regret Chiang Kai-shek's
attitude. We feel that in the circum-
stances we should be fully justified in
proceeding as originally planned. But,
as already stated in my telegram No.
1002, we are aiming at a solution which
will leave no rancour on either side.
Instructions are accordingly being sent
to Admiral Harcourt to sign not only on
equally
behalf of H.M.G. but also on behalf of
Chiang Kai-shek as C.in C. China theatre.
Please inform Generalissimo accordingly

and add that we shall be glad, as we have
officer
already said, to welcome a Chinese
and
offrier ales if tre so wistres an American representa-
tive to be present at the ceremony.
