DRAFT DIRECTIVE HONG KONG

You are appointed Military Governor of Hong Kong and the new territories.

2. You will assume by Proclamation full powers and jurisdiction over persons and property in Hong Kong and will establish a British Military Administration through- out the Colony, in accordance with the instructions already issued to you (A.M.130032 and 131957 August). Detailed instructions regarding Civil Affairs will be issued in Part II.

3. In your Military capacity you will be responsible to the Chiefs of Staff for the Security of the Colony of Hong Kong and the New Territories. Where, in your judgment, the security of these territories is endangered, you will exercise this authority in any manner which appears to you to be necessary.

In the event of an invasion or serious internal dis- turbance, you will command all sea, land and air forces located in, or operating from, the territories under your control.

5. General administrative support of the land and air forces stationed in Hong Kong and the adjacent territories will be the responsibility of SACSEA; Naval forces will be supported by Commander-in-Chief, B.P.F. You will be responsible for the co-ordination of all administrative undertakings within the territorios, both civil and military, and for the provision of port facilities for the assistance and support of Chinese and American Forces in the Canton-Hong Kong area. In cases where there is a conflict of priorities between the requirements of two or more Service Commanders, or between civil and military requirements, or between British American and Chinese requirements, which in your judgment cannot be resolved locally, you will refer the matter to the Chiefs of Staff.

Subject to the above, Service Commanders will remain under the command of their respective Commanders-in-Chief, viz:-

The Naval Commander under Commander-in-Chief,

B.P.F.

The Army Commander under A.L.F.S.E.A.

These Commanders will keep you fully informed of all important signals exchanged with their respective Commanders-in-Chief and, in particular, of all matters

which in any way affect the discharge of the responsibilities laid upon you in the preceding paragraphs.
