Further to my W. 1686 dated 26th August.

During my interview Generalissimo was most insistent that I should study the text of his speech modo on 23rd August to Supreme National Defence

Council and Control Executive Committee of Kuomintang. The relevant passage of which I quote below.

Referring to Hong Kong Cemeralissimo said that it was included in the China theatre due to its propinquity to Cayton. China will hot send down troops to receive Japanen, suuronder there which might cause misunderstanding amongst allies. I declare, he said, to Nation and world at largo that the status of Hong Kong, which is based on Treaties, will not be changed without going through negotiations with Great Britain. Chină will also resort to diplomatic means to rosore concessions and leased territories including Kowloon from other powers.

Full text of above has been telegraphed to Foriegn Office.

At no time during my interview did the Generalissimo refer to Hong Kong as being part of China, alternatively I think that the distinction that he made · between it and Chinese ports is significant.
