however, that a Chinese Consul had already been

appointed at Rangoon and that accordingly the mere fact that Military Administrations were being established in Singapore and Hong Kong was not, in itself, a reason for not admitting foreign Consuls there.

5. In a subsequent conversation Mr. Scott has informed me that a request has now been received for the appointment of an American Consul in Singapore. If such an appointment is made, it will, of course, be necessary to admit Chinese Consular Officers there also. And we can clearly expect similar requests in relation to Hong Kong in the very near future.

6. In view of the political issues involved, I have asked Mr. Scott if the Foreign Office will be so good as to let us have a letter on the whole subject, rather than to have to attempt to deal with the matter by telephone at this stage.
