Special Messenger has arrived from Hongkong and requests. following message, be sent.

Following from F.C. Gimson for Secretary of State for

Colonies.

[Begins] MOST INMEDIATE

Have sufficient staff and complete scheme available to set up civil administration immediately except patrol of new territories, for a short period without outside assistance. I am taking the oath as officer administrating the Government. Request immediate advice, situation at present quiet. It is vital for incoming Allied Commander to meet me (repeat_me) immediately on arrival. Suggest land at or near Stanley Camp. [Ends],

Messenger suggests words "Hongkong go ahead" be incorporated in broadcast if Gimson's action approved.

In view of extraordinary circumstances, I trust I am not contravening my instructions.

Messenger is British employee of Public Works Department by name Arthur May. He is waiting for reply.
