In correspondence between our Departments during June the Foreign Office supported the idea of such a Mission and I should be grateful to learn that you remain of this view. You will no doubt consider whether it is necessary to consult the Ambassador at Chungking again, particularly in view of their telegram No.799. I think one can assume from the President's conversation with Dr. Koo that the Chinese Government would welcome the suggestion, but you may feel it desirable for Seymour to confirm that the Mission would have the active support of the Chinese Government and not merely their polite acquiescence. Alternatively you may wish to ask Dr. Koo to secure an expression of the Chinese Government's interest. Suggestions as to the best date would also be welcomed. We are thinking of October.

In the meantime we are sounding the candidates for the Mission informally. When that is completed and we have obtained your concurrence the next step will probably be for the President to mention the matter in the Cabinet. It would probably also be desirable to notify the United States Government of our intention before the Mission is finally despatched.
