As regards China, decision for return
of British commercial interests to
liberated areas will rest with Allied
military authorities, mainly Chinese and
American. It is not anticipated that

British commercial representatives as such
will be allowed, to return much before the
end of the period of military administration
or the restoration of civil authority. 7

Meanwhile, at request of United States
military authorities in Chungking, we are
making available from United Kingdom or
from internment camps such civilian personnel
as can be of assistance to Allied military
authorities in the operation of utilities,
docks and other essential services and in
the repatriation of prisoners of war and
internees.
