you know that Sir George Gater has shown to my Secretary of State Sterndale Bennett's letter
No. F. 5589/1147/G of the 23rd August, and my letter to you of todays date, about the arrange- ments for the Japanese surrender at Hong Kong, and that my Secretary of State has approved the line taken in my letter.
I am sending copies of this letter to Sterndale Bennett (Foreign Office) and Boya Shannon (Dominions Office).
