Chiefs of Staff cannot for the moment give you more detailed indication of manner in which liaison and co-ordination are likely to be effected. I am asking them to let me have details as soon as practicable for communication to you. Meanwhile they would like you to know that instructions have been issued for the Flag Officer Commanding the Naval Force to establish a military administration in Hong Kong, Kowloon and the New Territories. To assist him initially in this task orders have been given for a R.A.F. airfield constructional force, now in convoy in the Pacific Theatre, to be diverted to Hong Kong to assist in guard, patrol and other duties pending the arrival of a Commando Brigade from S.E.A.C.
